System > Localization > Zones
For shipping and tax purposes, pre-defined areas of a country like provinces or states. Refuse to ship or sell to a zone by selecting Zone Status of OFF.
TIP
to remove dozens or hundreds of Zones quickly, use phpMyAdmin.
